White Space Strategy
Overview

The THSA is establishing a marketplace of qualified Health
Information Service Providers (HISPs) to provide lite HIE
connectivity services to hospitals and physicians located in
counties that do not have a local HIE, otherwise referred to as the
"White Space" in Texas.
A HISP is an organization that supports the secure transport of
data, both structured and unstructured (e.g., simple text and PDF,
semi-structured text, and highly structured messages and
documents), on behalf of the sending or receiving organization or
individual.
The qualified HISPs listed below have agreed to support the
electronic transmission of all clinical transactions necessary for
meaningful use of electronic health records in accordance with
recognized federal and state standards. Initially, this
includes the transmission of clinical care summaries and lab
results.
$2 million in total funds is available to support the White
Space strategy and to offset initial costs of providers who choose
to use a qualified HISP to engage in exchange. Providers
interested in using a qualified HISP should request a voucher
number from the THSA. Once a provider selects a HISP, the
HISP will submit the provider's voucher number to the THSA.
The THSA will make a payment in the amount of $400 per White Space
physician connected and $5000 for each White Space hospital
connected. The HISP will use this funding to offset the
initial costs of providing exchange services to the provider.
