White Space RFQ

The Texas Health Services Authority (THSA) released a Request
for Qualifications (RFQ) on May 2, 2011 for the selection of Health
Information Service Provider (HISP) organizations to enable
physicians and hospitals located in areas without a local or
regional health information organization to achieve "meaningful
use" of electronic health records under federal law. A link
to the White Space RFQ and vendor Q&A is available below.

The THSA received responses to the RFQ from fifteen
organizations prior to the June 1 deadline. These responses
were evaluated in June and July. On August 19, 2011, after a
lengthy evaluation process, the THSA Board of Directors approved
the tentative qualification of the following organizations to serve
as HISPs for rural Texas:
- GSI Health;
- Harris Healthcare Solution;
- Inpriva;
- Sandlot;
- Secure Exchange Solutions; and
- Surescripts.
The qualified status is contingent upon the successful
negotiation and execution of a contract and ability to fulfill
testing requirements. Once formally qualified, the THSA will
post the White Space HISP's names on the THSA website.
The THSA anticipates having one or more additional rounds of
qualification processes in the coming years that would allow those
respondents not selected during this round, as well as other HISPs,
to submit their qualifications for certification by the THSA on a
later date.
