The University of Houston Health Law & Policy Institute, under contract with the Texas Health and Human Services Commission, prepared a white paper on Consent Options for Health Information Exchange in Texas.  The white paper outlines various patient consent models for participation in health information exchange (HIE) that have been adopted in other states and presents considerations for HIEs and policymakers to use in selecting consent models for Texas HIE.
